Fund “ORIENTIR” Presents a Guide to Migration Rules

The ORIENTIR Fund for Support of Voluntary Resettlement of Compatriots, with the support of the Main Directorate of the Ministry of Justice of the Russian Federation for St. Petersburg and Leningrad Region, has prepared a specialized information publication, “Information for Foreign Students.”

The brochure was developed as part of the implementation of the Concept of the State Migration Policy of the Russian Federation for 2026–2030, approved by Decree of the President of the Russian Federation No. 738 of 15 October 2025. The new publication is intended to become a desk reference for foreign students, helping them adapt to Russia’s legal framework and avoid common mistakes.

The brochure presents, in a structured format, the key aspects of staying and studying in St. Petersburg. In particular, readers will find explanations on migration registration, obtaining a temporary residence permit for educational purposes, and the rules of medical insurance.

Separate attention is given to employment during studies and the rules for interacting with the police. In addition, the publication covers in detail liability for violating migration legislation, as well as the prevention of extremism and terrorism.

For the convenience of students, the brochure includes a foreign student checklist and a list of useful contacts. According to the ORIENTIR Fund, the publication has been reviewed by experts and is fully consistent with the objectives of the state migration policy. The main goal of the brochure is to prevent offenses related to ignorance of established procedures and to ensure a safe and comfortable stay for young specialists in Russia.
